PETITIONS
In accordance with the provisions of paragraph 2 of Article 139 of the Constitution, citizens and associations may, under the conditions set forth in the articles of Organic Law No. 111.14 relating to regions, present petitions requesting the Council to include an item within its competencies on the agenda.
According to this organic law, a petition is any written document by which citizens and associations request the regional council to include an item within its competencies on the agenda.
By virtue of the provisions of the Constitution of the Kingdom, as well as the organic law relating to regions, the Council of the Guelmim-Oued Noun region has opened the possibility for associations and individuals to submit petitions on subjects that fall within the Council’s competencies.
Conditions for Submitting Petitions (Citizens)
Citizens submitting a petition must meet the following conditions :
- Be residents of the concerned region or engage in an economic, commercial, or professional activity there.
- Be registered on the general electoral rolls.
- Have a direct and common interest in presenting the petition.
- The number of signatories must not be less than six hundred voters from the region.

Conditions for Submitting Petitions (Associations)
Associations submitting the petition must meet the following conditions :
- The association must be recognized and established in Morocco in accordance with the legislation in force for more than three years, and operate according to democratic principles and its statutes.
- It must comply with the laws and regulations in force.
- Its headquarters or one of its branches must be located within the territory of the region concerned by the petition.
- Its activities must be related to the subject of the petition.
