The goal is to intensify efforts to complete essential projects that have not been finished within the expected timeframes, such as infrastructure improvements, rural area development, and ensuring access to basic services for the entire population.

This pillar focuses on achieving social justice by improving the population’s access to basic social services such as education, healthcare, drinking water, and electricity. The goal is to strengthen the social inclusion of marginalized groups and create a conducive environment that guarantees equal opportunities for all community members. The program also aims to create more economic opportunities and promote social integration through the implementation of social infrastructure projects.

This pillar is based on the exploitation of the region’s natural and human economic assets, while emphasizing the sustainability of these assets to ensure continuous long-term economic growth. It includes the development of vital sectors such as agriculture, fishing, sustainable tourism, and traditional trades, as well as the promotion of innovation and entrepreneurship. The goal is to transform the Guelmim-Oued Noun region into an economic hub that enhances job opportunities and contributes to local and national economic growth.

The transition to renewable energy is a central element of the regional development vision, where the region aims to become a leading national hub in green energy production. This pillar will focus on developing the “GON H2 Valley” platform, which aims to produce green hydrogen and clean energy, positioning the Guelmim-Oued Noun region as a national and global center in this promising field. Through this strategy, technological innovation will be strengthened, and energy sources diversified, thereby supporting the green economy and promoting sustainable development.
