On Monday, July 1, 2024, the ordinary session of July of the Regional Council of Guelmim-Oued Noun was held in Assa, chaired by Ms. Mbarka Bouaida, the president of the council, in the presence of the Wali of the region, Mr. Najem Abhay, the governors of the provinces of the region, as well as members of the regional council and representatives of the external services concerned with the agenda items.
During this ordinary session, the council examined 23 points related to various aspects of the region’s development. Among the important decisions, the council approved several agreements, including those related to the financing and implementation of an emergency program for urban rehabilitation in the four provinces of the region, with a total amount of 1.2 billion dirhams. This partnership will significantly contribute to supporting urban fabrics throughout the region.
The council also approved several agreements to promote the health sector in the region as part of the Guelmim-Oued Noun regional development program 2022-2027. This includes a partnership agreement for the construction and equipment of two local hospitals in the municipality of Laâyoune in the province of Tan-Tan and in the municipality of Mirleft in the province of Sidi Ifni, with a total estimated amount of 200 million dirhams, as well as an agreement for the creation and equipment of health facilities and centers, with a total estimated amount of 51 million dirhams. Other agreements involve the contracting of health personnel for a total amount of 50 million dirhams, the organization of medical caravans in the region for a total amount of 30 million dirhams, and the creation and equipment of two medical emergency units in the rural health center of Taghjijt in the province of Guelmim and the rural health center of Tioughza in the province of Sidi Ifni, for a total amount of 6 million dirhams. Finally, an agreement for the arrangement and equipment of a psychiatry service at the regional hospital center of Guelmim was approved, for a total amount of 3 million dirhams.
To ensure a strong commitment from the Guelmim-Oued Noun region to the current dynamics of the country, which concern the mobilization and preservation of water resources, the regional council approved an amendment regarding the update of financial commitments related to the special agreement for the construction of 10 small and medium-sized dams, following the completion of the relevant studies. This aims to accelerate the implementation of these projects.
In the same context, regarding water resources and their enhancement, a partnership agreement was approved for the creation of 14 mobile saline water treatment stations in the region, for a total amount of 91 million dirhams.
Concerning support for efforts to rehabilitate the industrial sector in the region, the council approved an agreement regarding the creation of 03 industrial zones and the completion of the construction of two already started stations, all for a budget of 300 million dirhams. This project is expected to attract investments, create jobs, and contribute to boosting the economy of the region.
Furthermore, in order to strengthen the region’s connectivity with the outside world and improve its attractiveness, the regional council approved a partnership agreement to launch two airline routes, one linking Guelmim to Las Palmas and the other connecting Guelmim to Lanzarote. It also approved an amendment to extend the agreement made between the region and the national airline, thus enabling connections between Guelmim, Tan-Tan, and Casablanca. These airline routes will complement the role of the fast track project: Tiznit/Dakhla, which is nearing completion, and the Guelmim/Tan-Tan section has recently been opened following the completion of works.
En lo que respecta a la promoción del sector deportivo, los trabajos de la sesión culminaron con la aprobación de un convenio en este marco. Además, se aprobó otro convenio relacionado con la protección del patrimonio cultural inmaterial en el sector de la artesanía, en asociación con el ministerio competente, así como con la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura.
El consejo también aprobó un acuerdo de asociación relacionado con la rehabilitación de las empresas de medios en la región, así como otro vinculado a la creación de un centro regional de formación para los miembros de las fuerzas auxiliares.
