The missions of the region within its territory consist of promoting integrated and sustainable development through its organization, coordination, and monitoring. This includes enhancing the attractiveness of the regional territory, strengthening its economic competitiveness, and adopting measures and actions that encourage the creation of enterprises and the development of their environment. The region also strives to accelerate the establishment of income-generating activities and jobs, optimize the use of natural resources, preserve them, and contribute to sustainable development. Furthermore, the region works to enhance its capacities in management and human resources training, taking into account the general and sectoral policies and strategies of the state in these areas.
The principle of autonomous management has been established for the management of the Regional Council, granting it, within the limits of its powers, the authority to deliberate democratically and execute its decisions in accordance with applicable legislative and regulatory provisions, notably those of Organic Law No. 14-111 concerning regions.
To achieve these objectives, and pursuant to Article 140 of the Constitution, the region exercises its own competencies as well as shared competencies with the state, in addition to competencies transferred by the state according to the principle of subsidiarity. Article 141 provides for specific financial resources for regions and other local authorities, as well as funds allocated by the state, stipulating that any competencies transferred to regions and local authorities must be accompanied by the transfer of corresponding resources.
The Constitution has also established a Social Upgrade Fund for the benefit of regions, aimed at addressing gaps in human development, basic infrastructure, and public services. Additionally, a Solidarity Fund among regions has been created to ensure an equitable distribution of resources, thus contributing to the reduction of disparities between them.
